Unique Tea Strainer - Antique - Info Wanted

Tea strainer and box
Hello. I have a dainty 2-1/4 inch high tea strainer. It is a swinging basket mounted above a small tray. It has a handle that I think is to hook it inside a larger cup. It is in a box from Fisher's (department store I am guessing). I have attached a photo. Any information would be appreciated!
