How to Decaffeinate Tea
Does the caffeine seep out of the tea bag within the first 10-20 seconds?
Answer
Yes, the caffeine is released in the first minute or so of steeping the tea. (While the majority of it) so after that point, the tea is much lower in caffeine levels than on the first minute or so of steeping.
